An amicus brief filed by 174 former federal judges played a significant role in the DC Circuit's decision to grant en banc review, overturning a three-judge panel's decision. This action supports the inherent authority of district court judges, like Judge Boasberg, to conduct fact-finding and issue contempt orders.
